My read is this isn’t casus belli on it’s own, even if the jet was in Turkish airspace, but that this could easily lead to an escalation up to the point of armed conflict. Turkey has been the country to watch in it’s interactions with Syria this whole time; the only country that could plausibly intervene. As this article reminds us though, Turkey is a founding NATO member and an attack on one is an attack on all. If Syria acts too aggressively or attempts a preemptory strike then that could trigger one hell of a response.
